CARICOM Climate Change Negoitiators Meeting



The CARICOM Negotiators Meeting was organised by the Caribbean Community Climate Change Centre (CCCCC) and was held in St. Lucia during the period March 15- 16, 2013.  Ms Jewel Batchasingh, Climate Change/Ozone Specialist of the Ministry of the Environment and Water Resources represented Trinidad and Tobago at this strategic meeting.

The principal focus of this meeting was to:

  •  Analyse the outcomes of Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the eighth session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (COP18/CMP 8) that occurred in December, 2012 and,
  • Define the region’s objectives for the negotiations under the Ad Hoc Working Group on the Durban  Platform and other subsidiary bodies especially in relation to the new institutions established under the Convention during the past two years.

 The Second Session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) was carded to meet during the period April 29 – May 03, 2013 and therefore, the meeting sought to formalise the CARICOM climate change negotiating position prior to this second session of the ADP.

Outcomes from the COP18/CMP 8 were discussed by various thematic coordinators. These presentations engendered discussions which allowed for a better understanding of the various issues. A concept note was prepared by Trinidad and Tobago which proposed a way forward for on-going negotiations under the Alliance of Small Island States (AOSIS).

Meeting of the English Speaking Caribbean and Haiti Ozone Officers

The United Nations Environment Programme Regional Office for Latin America and the Caribbean (UNEP ROLAC) along with the Government of St. Kitts and Nevis hosted the Meeting of the English Speaking Caribbean Ozone Officers held during the period March 18-21, 2013 in Basseterre, St. Kitts.

Trinidad and Tobago was represented by Dr. Marissa Gowrie; the National Ozone Officer and Ms. Neera Singh, Ozone Assistant both from the National Ozone Unit (NOU); Ministry of the Environment and Water Resources. Representatives from the UNEP OzonAction ROLAC and Paris Office, the United Nations Development Programme (UNDP) and national stakeholders from St. Kitts and Nevis were also present.

The meeting focused on:
  • Major decisions coming of the 24th Meeting of the Parties to the Montreal Protocol and the Compliance Status of the Montreal Protocol in the Caribbean Network 
  • Major issues addressed in the 23rd Meeting of the Open Ended Working Group of the Montreal Protocol
  • Recent decisions of the Executive Committee of the Multilateral Fund Secretariat and the implications for the Caribbean Region
  • Certifications and licensing systems  for technicians (case study on a system set up by the Belize Ozone Unit)
  • Graduate level course on the Management of Ozone Depleting Substances in progress to be implemented at the University of the West Indies and its benefits to the Caribbean region
  • Implementation of the Hydrochlorofluorocarbon (HCFC) Phase Out Management Plans (HPMPs)
This forum provided a distinct opportunity for the English Speaking Caribbean and Haitian Ozone Officers to share and learn from each others' experiences.

Training on Alternatives to Methyl Bromide for Pest Control Operators

Methyl Bromide (an ozone depleting substance - ODS) is used in fumigation for pest control. Under the Montreal Protocol, this substance must be phased out by 2015. Therefore, training in the alternatives for fumigation pest control is extremely important. The NOU held training sessions from March 11- 13, 2013 at Premier Quality Services Limited in Trincity Industrial Estate, Macoya.

Training sessions on March 11th and 12th, 2013 were aimed at informing pest controllers on the current alternatives to Methyl Bromide. In addition, a sensitisation session for the Pest Control Sector was also held on Wednesday 13th March, 2013.  This session was geared towards educating pest control companies of fumigation best practices in the industry.

Caribbean Sub-Regional Worshop on Capacity Building for the Effective Implementation of the Cartagena Protocol

The Secretariat of the Convention on Biological Diversity (CBD) hosted the Caribbean Sub-Regional Workshop on Capacity-Building for the effective implementation of the Cartagena Protocol on Biodiversity from March 4-8, 2013 in St. George's, Grenada.

Two members of the Ministry of the Environment and Water Resources had the opportunity to increase their knowledge and understanding of the Cartagena Protocol and its Supplementary Protocol on Liability and Redress. They included Ms. Candace Amoroso; Biodiversity Specialist and Ms. Avanti Supersad; Legal Officer.

The workshop was organised to contribute to the identification of the needs and development strategies for strengthening the capacities of Parties in the Caribbean Sub-Region to effectively implement the Protocol.  Participants were also introduced to the goal and core requirements of the Supplementary Protocol (SP) on Liability and Redress.

The workshop concluded with participants discussing and determining the way forward with regards to capacity building for the implementation of the Cartagena Protocol and for the ratification and implementation of its SP in the Caribbean Region.
