Thank you for your comment. For clarification, it is the brief on the CRS Project that is available to download when you select "click to download". This will allow you to read the content on it better. When you have selected it, you will sent to another window: https://docs.google.com/file/d/0B0I4K5zeRGEPeHMxR0c0WllFUFE/edit where you will find a downward facing arrow on the far left of the screen (just below file). Select this icon to download the brief.
