Monitoring and Evaluation Instrument Training Workshop

The Monitoring and Evaluation Instrument (MEI) Training Workshop - The Implementation Plan to the Regional Framework for Achieving Development Resilient to Climate Change was held at the Civil Aviation Authority, Piarco during the period March 21-22, 2016.

The Workshop was facilitated by the Caribbean Community Climate Change Centre (CCCCC) in collaboration with the Multilateral Environmental Agreements Unit (MEAU) of the Ministry of Planning and Development. Ms. Heather Johnson of the CCCCC was the chief facilitator for the duration of the 2 day workshop. Attendees included officers from various Government Ministries and Agencies as well as NGOs (see pictures below).





 The Workshop comprised of:
  • An open session: this set the stage for participants, providing them with a background and context as well as expected outcomes and areas to be covered over the duration of the Workshop. 
  • Activity 1: this was facilitated by Ms. Johnson and dealt with validating the National Monitoring and Evaluation (M&E) Framework for Trinidad and Tobago. Therefore, participants had the opportunity to review the Framework developed. As part of the validation process, they were also able to revise, update or add/remove indicators as well as set/refine targets for all indicators developed. For all these, a baseline was sought, if possible.
  • Activity 2: this began on Day 2 and its objective was to provide hands on training to stakeholders in using the M&E Instrument online tool. The training comprised of 2 modules "LimeSurvey" - a popular open source software to build online surveys and the "Report and Administrative Module" - a tool to design and build M&E reporting.  This helped participants get familiar with the online tool questionnaire and M&E reporting.
  • Activity 3: this involved practical exercises using the tool and database including demonstration of the steps required for designing and building an online survey, mapping new indicators to the existing National M&E and compiling regional and national reports to be done.
  • Activity 4: this was completed during the evening session of Day 2 and its objective was to guide national stakeholders on the effective application and management of the M&E Instrument. The session discussed the roles and responsibilities for implementation and management, in particular provided guidelines for National Climate Change Focal Points on how to complete their respective online surveys. Participants learned steps to expand and update the M&E Instrument taking into consideration changing contexts.

Air Pollution Rules - Chamber of Industry and Commence Breakfast Meeting


The Multilateral Environmental Agreements Unit (MEAU) of the Ministry of Planning and Development to participate at Breakfast Meeting arranged by the Chamber on Friday 19th February, 2016 at the Chamber’s Westmoorings offices. 
"The APR 2014 is legislation developed under the Environmental Management Act Chapter 35:05 designed to manage the levels of specific air pollutants known to cause harm to human health and the environment, thereby improving overall air quality. To this end, prescribed standards for air pollutants in Ambient Air (Schedule 1) and for the release of air pollutants at distinct points (Schedule 2) have been established. Among the presenters at the Meeting which included the Environmental Management Authority (EMA), was Mr. Kishan Kumarsingh, Head of the MEAU.

 
He presented on the Potential Role of the APR 2014 in implementing the recent Paris Agreement which came out from the twenty–first Conference of Parties (COP21) to the United Nations Framework Convention on Climate Change which occurred in December, 2015.

Public Education Campaign on Climate Change

The importance of climate change education and  awareness is highlighted under Article 6 of the United Nations Framework Convention on Climate Change (UNFCCC) to which the Government of the Republic of Trinidad and Tobago (GORTT) is signatory to. The GORTT, is thus required to carry out its commitments by developing and implementing educational programmes on climate change. 

In this regard, The Environmental Policy and Planning Division (EPPD), is currently in the process of conducting public awareness programmes in schools across the country. The purpose of these programmes is to educate students on climate change issues and ongoing initiatives of the Government of the Republic of Trinidad and Tobago.

Thus far, presentations have been conducted at three (3) secondary schools:
  •  Holy Name Convent (Port of Spain),
  •  St. Francois Girls’ College and 
  •  Lakshmi Girls’ Hindu College.
Students were from geography and environmental science classes ranging from forms 5-6.

These presentations were conducted by members of the EPPD:
Ms. Jewel Batchasingh (Climate Change Specialist), Ms. Sindy Singh (Research Analyst), Ms. Candace Leung Woo-Gabriel (Research Analyst), Ms. Krysten Harris (Associate Professional)  and Ms. Aditi Thanoo (Associate Professional).

School visits are envisioned to be a part of a larger public awareness campaign which is to be continued in 2015.

Regional Technical Dialogue on INDCs for Latin American and the Caribbean

The second Regional Technical Dialogue on Intended Nationally Determined Contributions (INDCs) to the 2015 Agreement under the United Nations Framework Convention on Climate Change (UNFCCC) for Latin America and the Caribbean took place during the period November 10-12, 2014 in Mexico City. Trinidad and Tobago participated in this Dialogue and was represented by  Ms. Sindy Singh, Research Analyst, Multilateral Environmental Agreements Unit, Ministry of the Environment and Water Resources. 

The objectives of the second dialogue were to:

  • Share country experiences with the design and preparation of their Intended Nationally Determined Contributions (INDCs)
  • Share information on challenges being faced and identify lessons learned and best practices to address these challenges 
  • Address issues related to the underlying technical basis required to prepare robust, realistic and achievable contributions 
  • Identify support needed to reach domestic agreement on contributions and follow-up actions
  •  Provide an update on the process of preparing iNDCs and share newly identified challenges. 
 
Various institutions such as the United Nations Development Programme (UNDP), the UNFCCC, the World Resources Institute (WRI), GIZ  Germany, the New Climate Institute, The European Commission, the United States of  America and  the  Caribbean  Community  Climate  Change  Centre  (CCCCC) were  present and pledged to provide technical and/or financial assistance to the region towards the development of their INDCs. 

There was apprehension in the region regarding the elaboration of the elements of an INDC and it is expected that the decisions from the Conference of the Parties to UNFCCC Lima would address these. At present, most countries are preparing INDCs with mostly mitigation actions. The inclusion of adaptation is a prospect for some but the modalities of this inclusion have not yet been expounded.   However, overall, it was concluded that though the time to prepare the INDCs is very limited, countries do not need to start from the very beginning but can build upon existing policies and actions.

Bonn Climate Change Conference



From October 20-24, 2014, the sixth part of the second session of the Ad Hoc Working Group on the Durban  Platform for  Enhanced Action (ADP 2-6) under the United  Nations Framework Convention on Climate Change (UNFCCC) took place in Bonn, Germany.

Among the country parties to the UNFCCC who participated, Trinidad and Tobago was represented by Ms. Rueanna Haynes, Second Secretary, Permanent Mission of Trinidad and Tobago to the United Nations.  Mr. Kishan Kumarsingh, Head of the Multilateral Environmental Agreements Unit (MEAU), Ministry of the Environment and Water Resources served as the ADP  Co-chair.

ADP 2-6 focused on the preparation of key documents for the upcoming twentieth Conference of the Parties (COP-20) to the UNFCCC which would take in Lima, Peru in December, 2014. Participants continued to negotiate on elements of the  draft 2015 agreement. In addition,  they worked on a draft decision that captures the type of information countries will need to provide when they communicate their Intended Nationally Determined Contributions (INDCs) and how they would be considered at COP-20.

The outcome of technical meetings resulted in a draft decision on the pre-2020 ambition which was issued for consideration at  Lima.  This draft focused on opportunities for action on non carbon greenhouse gases (GHGs); carbon capture, use and storage, mitigation opportunities through energy efficiency, renewable energy, urban environment and land use improvements in the pre-2020 period.

Data Collection and Monitoring of National Biodiversity Targets and Indicators Workshop


On September 17th, 2014, the Multilateral Environmental Agreement Unit (MEAU) of the Ministry of the Environment and Water Resources (MEWR) held a Workshop with key stakeholders charged with assisting in the management of the country’s biological resources, and discharging the Government’s obligations under the Convention of Biological Diversity (CBD).

The key stakeholders included representatives from the Central Statistical Office (CSO) of the Ministry of Planning and Sustainable Development, Fisheries, Agricultural Planning and Research Divisions and Aquaculture Unit of the Ministry of Food  Production, the Environmental Management Authority, Forestry Division of the Ministry of the Environment and Water Resources as well as the Department of the Natural Resources and the Environment, Tobago House of Assembly.
 
Through a consultative process with key stakeholders held during the period April–June, 2014 draft National Biodiversity Targets and Indicators were developed. The Targets and Indicators will allow Trinidad and Tobago to more efficiently monitor the status of and guide management and conservation interventions of the country’s biological resources and as such would greatly  contribute to the country in achieving the objectives of the CBD.

As a follow-up, the Workshop in September was undertaken to discuss and determine responsibilities for data collection and monitoring of the proposed draft National Biodiversity, which were previously refined via consultations with stakeholders in April– June, 2014.

The stakeholders were also informed that the finalised list of National Biodiversity Targets and Indicators along with the proposed list of data collectors were to be submitted to the   Cabinet of the Republic of Trinidad and Tobago as the National Biodiversity Targets and Indicators of the country.
